Five years ago, gambling was considered a scourge of society. The government shut them down admitting it was a chaotic money laundering industry. But today, in a reversal of that decision, the government is attempting to re-legalize sports betting, acknowledging that gambling never stopped but flourished on the black market. Why did the government change its position? How will this problematic sector be regulated, not only in relation to informality but also to the involvement of the world of crime in it? What are the guarantees for disciplining this chaotic market, whose reformation is viewed with skepticism?
