Why did a government decision provoke such a reaction? 31 Minutes went to where the problem hurts the most, to those who hit and are the first to suffer from the new VAT refund scheme, to the houses of the peasants, who through daily sacrifices, often with debts to repay, have built living around a bucket of milk, which is now being sold cheaper than water.
